The bill arrives very quickly after that. **Why it caught on:** a painted portrait of Adolf Hitler on the Nazi flag's red, white and black was the darkest shock corner of the early meme sites, where being offensive was the whole punchline, and it caught on the way that man at the party does: loudly, with nobody laughing as hard as he is.
